  3. Back in 2010 Express (but for Windows desktop) we have a public key from official resource of MS – because on first time not for all key will be shipped via e-mail, so my question: is there some public keys now days for Windows Phone SDK 8? Did you personally get him?
In pre release version – 8.0_11.0.50727.25 there is no key need. But in final – 8.0_11.0.50727.38, they need.

  5. Hi,
Windows Phone 8.0 SDK is free for use and does not require any license key. But if you are trying to use Visual Studio Express 2012 for Windows Phone, it requires you to register with Microsoft and obtain license key for free. Visual Studio Express 2012 for Windows Phone is free, but inorder to track the usage Microsoft is issuing free individual license for Developers.

After installation of Windows Phone 8.0 SDK, when you try to launch Visual Studio Express 2012 for Windows Phone for first time – it will take you to the registration page. Register and obtain your personal license key and start using it.

    Hope that clarifies your question.
